Challenge
Baseline Schedule & Development
  • CMC Project Solutions partnered with CHA to bring clarity and structure to the project’s evolving schedule. The engagement began with a detailed review of the Primavera P6 baseline, establishing a dependable reference point for measuring performance as construction moved through Startup/Stage 0, Stage 1, Stage 2A, Stage 2B, roadway and drainage activities, maintenance of traffic operations, and final demobilization. 
  • By grounding the project in a validated baseline, CMC ensured that every subsequent update could be measured accurately against the original plan. 
CPM Analysis & Risk Identification
  • With the baseline in place, CMC shifted into deeper analysis. Rather than treating each phase as a standalone block of work, the team used CPM target sequencing to map how each stage connected and how those dependencies shaped the estimated completion date. This approach revealed the true drivers of project completion and clarified where delays would have the greatest impact. 
  • Critical Path and float analysis highlighted zero float activities and milestone sensitivities, giving the project team a clear understanding of which operations controlled the finish date and where schedule discipline mattered most. 
Schedule Oversight & Progress
  • As construction progressed, CMC provided an ongoing schedule of quality management by comparing monthly updates against the baseline. This continuous oversight surfaced shifts in durations, logic, and milestone performance early, before they could affect downstream phases. 
  • During one review, CMC identified a key discrepancy: the contract required 450 working days, but the schedule reflected 449 with zero float. With no room for slippage, CMC recommended correcting the duration in the next update to maintain contract compliance and protect the final completion date. 
  • Supported milestone tracking as the project reached major achievements, including the opening of Phase 2 in April 2025. The team continues to provide schedule visibility as Phase 3 design, environmental work, and right-of-way activities advance. 
Results
CMC’s involvement strengthened both schedule clarity and project predictability across all phases:
